The city of industry


The main mode of transport is motor transport, with which the overwhelming majority of cargo and passengers in the region is transported. Through the region the motor highway Scandinavia - Centre goes. Annual international goods turnover of the six largest motor transport companies exceeds 120000 tons.
Goods traffic is mostly directed towards Germany and Scandinavian countries. The density of the hard-surface roads in the region is 4 times as big as an average index in Russia.
Mainline railroads, running through the region, connect it with other regions of Russia and countries of the Near and Far Abroad. The station "Novgorod" helps draw customs declarations, gives yards and storehouses for temporary storage of goods.
Waterways of the oblast are navigable for 316 km (200 miles) and gives access to the Baltic and White Seas and to the Caspian and Black Seas through the Volga. If there were "river-sea" ships, Novgorod river transport workers could carry goods to Poland, Germany, Baltic and Scandinavian states, to the South of Russia and to the states of the basins of the Black and Caspian Seas.
Nowadays OJSC "Novgorod River Port" performs shipping operations through the Vokhov and lake Ilmen.
There is an aerodrome within the precincts of the city. Within the bounds of preparation for 1150-anniversary celebrations in Veliky Novgorod, reconstruction works of it are being carried out; this will allow not only international passenger traffic but also transportation of heavy and overall goods.

Ecological situation
Economic development, resulting in the increase of outputs of existing factories and opening of new ones, and quick growth of the automobile park entail rise of the anthropogenic influence on the environment and mankind. The city community needs to care of and protect the environment and keep Veliky Novgorod and its environs clean and tidy. Thus, the main aims of our work in respect of environmental protection are:
  • Introduction of up-to-date experience when carrying out nature conservation measures;
  • Improvement of wastage and consumption residue treatment;
  • Rendering assistance to educational institutions and social organizations in ecological education of the young;
  • Rendering assistance to the state and municipal bodies in environmental monitoring;
  • Reconstruction and re-equipment of nature conservation objects.
Thanks to the efforts applied, Veliky Novgorod today can be named among the cities with rather stable ecological situation. It can be explained by a low density of factories, medium population number and location of the city on a plain which does not prevent wind-driven circulation. The main pollutants of the environment of the city are large industrial enterprises, Novgorod heat station and motor transport. During recent years emissions from stationary sources have decreased because of the increase of expenses on environmental preservation. The Administration of Veliky Novgorod shows concern about ecological situation in the city: annually a municipal task programme "Ecology of Veliky Novgorod" is worked out and implemented. Since 2004 to 2008 budgetary funds for carying out nature conservation measures have increased from 3.3 mln roubles to 8.1 mln roubles.
Potential in education and science
Educational traditions of Novgorod dates back centuries ago. First writings on birch bark in Rus appeared here, Novgorod prince Yaroslav the Wise founded the first school in Rus. Novgorod was the first Russian city where even lower social strata learned to read and write. Due to the constant care of the City Administration nowadays educational system of the city continues to develop.
The work of the Administration of Veliky Novgorod concerning educational policy is determined by the state policy in the sphere of education in accordance with the Law of the RF "On education", decrees of the President of the RF, resolutions of the government of RF, federal, regional and municipal programmes of development of education, and is directed to:
  • implementation of the Programme of social and economical development of the city and region;
  • realization of the plan of the Ministry of Education and Science of the Russian Federation for the implementation of the Plan of modernization of Russian education during the period till 2010;
  • realization of the plan of Novgorod region for the implementation of the Plan of modernization of Russian education during the period till 2010.
Drastic changes in social-economic life and state-political system of the RF have made the need for reforms of education apparent. The system of education of the city has become more open, democratic and diversified. It develops into a unified urban, municipal educational system that unites the work of all educational institutions of the city, other institutions and organizations on solving educational-cultural problems of the community. Each educational institution works on the basis of its own concepts and education schemes that come from the Programme of development of the system of education of the city. In the city an adaptive educational system, that is represented by many institutions of education, physical culture and sport, has been formed.

Veliky Novgorod has always been and is a city of great potential of highly skilled specialists.
Novgorod State University of Yaroslav the Wise (NovSU) is the main 'forge' that trains highly skilled specialists; it occupies the 15th place in the rating among similar institutes of higher education of the country. In NovSU there have been created 23 departments, where 9500 students from all regions of the Northwest of Russia and also from Morocco, Pakistan, Nepal and India undergo a full-time tuition; and 4300 students - postal tuition. The university includes:
  • The Academy of Agriculture and Natural Resources
  • Humanitarian Institute
  • The Institute of Medicine
  • The Institute of Economy and Management
  • The Institute of Continuous Pedagogical Education
  • University departments: physicotechnical, engineering-technological, the department of architecture, arts and construction and a department of mathematics and computer science.
Approximately 4500 people work in th university; 910 of them form the faculty: 110 professors and doctors, 450 - candidates and of science and associate professors. Novgorod State University is a chief regional centre of education, science and culture, whose activity is aimed at scientific and personnel support of socio-economic and cultural progress of the region, and in some cases - at solving problems of interregional and internationl cooperation.
In addition to NovSU of Yaroslav the Wise there are branches of 9 institutes of higher education of Moscow and Sankt-Petersbourg that have been opened in Veliky Novgorod during last 5 years.
Development of the system of education of the city is promoted by close economic, cultural and educational relations with the twin-cities, Moscow, Sankt-Petersbourg and with the cities of the Northwest of the Russian Federation.
Economic characteristics of the city
Veliky Novgorod occupies the leading position in the economic potential of Novgorod region: the city makes about 80% of the profits, produces about 60% of industrial output, draws more than 40% of investment.

Annual production and service volume of all sectors of economy of the city is up to 80 billion roubles.
Chemical, food, woodworking, pulp-and-paper, engineering, metal-working, electrical and other industries develop in Veliky Novgorod.
In the city state and commercial organizations, supporting small-scale business have been created.
As Veliky Novgorod is conveniently located and has a stable socio-economic situation and developed transport infrastructure, it is attractive for investments. Creation of the most favourable investment climate and enactment of investment bills have resulted in a quick increase of foreign and domestic investments since 1996.

At the beginning of 2009 the general amount of cumulative foreign investments in the economy of Veliky Novgorod is more than 430 mln USD.
Foreign-trade activity is characterized by the stable increase of the foreign-trade turnover, that exceeded 1 billion USD in 2008. During last four years export has increased. Due to the opening of new factories working on foreign capital import has also grown.

Export is mostly directed towards CIS and the countries of the Far Abroad: Latin America, the USA, China and European countries. In the export structure the main share is taken by the production of chemical, metal, engineering and woodworking industries.

The main imported goods are packing board, manufacturing equipment, mechanical goods and food feedstock. They come from CIS, European counries, the USA, China and Japan.
Investments into the capital stock (mln roubles)

A positive tendency in the construction industry has outlined itself. New enterprises, objects of consumer and community services, sports and fitness complexes, large shops, offices and administration buildings have been built. Construction of a big residential community in the microdistrict of Derevyanitsi (northern part of the Market Side) is in the plans for development of the city. Total area of the housing will be 206 hectares; it is planned to create here more than 1 mln m2 of living area and also objects of consumer and community services.

Small-scale business sector is not of small importance for the development of the city. Nowadays, more than 26000 people work in this sector of the economy. Small-scale business enterprises involve all sectors of the economy: industry, trade, construction, consumer, medical, educational services etc. State and commercial organizations supporting small-scale business have been created in the city.
During last five years tourism in Veliky Novgorod has proved to be one of the most promising areas of the development of the city. Annually our city is visited by 225000 tourists.
Institutions of specialized secondary and higher education are able to train highly skilled specialists in practically all spheres that the city and region need.
Industrial production potential
The main part of the economy of Veliky Novgorod is industrial production which makes 68% of the total amount of goods and service production by all sectors of the economy of the city. Manufacturing activity (up to 90%), production and distribution of power, gas and water (10%) are the main spheres of industrial activity.
Industrial production area was formed in 50-60s, when engineering and radio electronics, and a little later chemical industry (OJSC "Akron", initially named NPO (scientific production association) "Azot") were developing intensively . During the years of economic reforms and transformational decrease of 90s the structure of industry of the city has changed drastically; engineering and radio electronics have experience considerable fall in production because of the reduction of the government contractual work and reorientation of the home customer demand towards imported goods. Despite it, the industry of the city has preserved its high scientific and technical potential and highly skilled specialists. The period of reconstructive development since the end of 90s has made up for the temporary fall in the industrial production; by now the pre-reform level of it in the city has been surpassed (during last eight years physical volume has been doubled and the increase has been seen since 1998).

Productive potential of the city is determined by ten largest industrial enterprises, such as OJSC "Akron", LLC "Amcor Rentsch Novgorod", LLC "Dirol-Cadbury", CJSC "Novgorod Metallurgical Plant", enterprise group "Splav" and some other enterprises where 80% of total amount of industrial production is produced.

The main role in total output is left to such kinds of manufacturing activities as chemical, food manufacturing, pulp-and-paper industries, production of machinery and equipment, production and distribution of power, gas and water.
About 25000 people work at large and middle-sized industrial enteprises; at the end of 2008 average wage was 20000 roubles.
