The library is located in the southern part of the Novgorod Kremlin, in the building of government agencies of the imperial period (17th – 19th cc). The library is a suitable place for holding major conferences, symposiums, seminars and other events of international significance.

Visitors can use the reading hall, which can also be used as a concert hall or a venue for roundtable discussions, conferences and workshops. The maximum capacity of the hall is 100 persons.

One part of this hall is the electronic information room, where visitors can be provided with standard services of the business center. There is also a reading-and-exhibition hall in the library. Wi-Fi internet access is available throughout the reading halls.
